The ratio of effort put in controlling the software product (including maintenance) in man-hours to the number of hours the product is available to the users.

Protocol:

1. Determine the duration of the measurement period in order to achieve a sufficiently reliable measurement;

2. Register the amount of time needed to control the software product (including maintenance) during this period;

3. Register the availability of the software product in hours during this period;

4. Determine the ratio.

Note: Control effort can be hidden in user actions, therefore influencing this indicator.
